Integrated Policy for Skill Development Urged by MP Mannalal Rawat

Udaipur, Udaipur MP Mannalal Rawat has called on the central government to adopt a strategy aligned with the National Education Policy (NEP) 2020 to promote skill development among the youth. This, he emphasized, would empower a larger number of young individuals with employment-oriented skills.

On Friday, MP Rawat raised this issue under Rule 377 in Parliament, highlighting the pressing challenge of the skill gap in India. He stated that this gap poses a significant obstacle to the vision of a developed India by 2047. According to him, one in two college graduates in India is not considered employable, a situation further compounded by the general perception that skill-based education is a fallback option for those unable to progress academically.

Rawat pointed out several challenges plaguing the skill development ecosystem:

The absence of a robust coordination and monitoring mechanism across over 20 ministries involved in skill development programs.

A shortage of qualified trainers.

Gaps between regional demand and supply for skilled workers.

Limited integration between skill training, higher education, and vocational programs.

Inadequate coverage of training programs, especially for women, whose labor force participation rate has declined.

Lack of entrepreneurial education in the formal education system.

Insufficient access to guidance and financing mechanisms at various levels.

Through the Speaker, MP Rawat urged the government to develop a comprehensive and expedited strategy addressing these issues in line with NEP 2020.

What is Rule 377?
Under Rule 377 of the Lok Sabha, MPs can raise issues with prior permission from the Speaker. A maximum of 20 MPs can bring up such matters daily, and only one topic per week is permitted. Applications for the same must be submitted by the preceding Friday. These issues are discussed after Question Hour during the parliamentary session.
