Udaipur. Before Ganesh Chaturthi, the significant festival of Hartalika is observed, especially by women who undertake a rigorous fast without food or water. Despite its deep-rooted traditions in North India, modern celebrations have overshadowed Hartalika in favor of Karwa Chauth. However, millions of women still observe both festivals with dedication. In South India, particularly in Karnataka, Andhra Pradesh, and Tamil Nadu, the festival is celebrated as Gauri Habba.
Last Friday in Rajasthan, while women observing Hartalika fast and several officials were grappling with thirst, the Bhajan Lal government announced a substantial transfer list of Indian Administrative Service (IAS) officials in the morning, followed by another extensive list of Rajasthan Administrative Service (RAS) transfers by evening. This significant administrative reshuffle is ongoing, with Chief Minister Bhajan Lal Sharma currently traveling to South Korea and Japan to attract investors for the Rising Rajasthan Investment Summit in December. It is anticipated that upon his return, further changes in other departments may occur.
Political analysts suggest that these transfers are linked to the upcoming assembly by-elections in six constituencies. The Bhajan Lal government is believed to be addressing stagnant government machinery from the previous Gehlot administration. Although transfers are a standard administrative procedure, their timing can sometimes be politically significant. The Bhajan Lal government, after eight months in power, has executed this major reshuffle, having made previous smaller changes.
On Friday, the BJP-led Bhajan Lal government transferred 108 IAS officials in the morning and 386 RAS officials in the evening. The Department of Personnel has also assigned additional responsibilities to seven IAS officers. Among these are IAS Ravi Jain, who has been given additional charge of the Amer Development Authority (CEO); IAS Anupama Jorwal, who will oversee the Statistics Department; IAS KL Swamy, who is now the Commissioner of Civil Defense; and IAS Shaheen Ali Khan, who has been appointed as the Director of IEC. IAS Rajendra Kumar Verma will head the Minority Department, IAS Vandana Singhvi will manage the Commissioner's Office of the Settlement Department, and IAS Dr. Amit Yadav will take on the additional charge of Collector of Deeg.
This extensive transfer list, eight months after the BJP government took office in Rajasthan, includes major departments' Additional Chief Secretaries and 13 district Collectors. Political analysts reference former Chief Minister Ashok Gehlot's criticism regarding the retention of Bhajan Lal Sharma's appointed officials. BJP senior leader Rajendra Rathore had previously suggested that a new list would follow. With this substantial bureaucratic overhaul, the friction between Gehlot and Rathore appears to be addressed, though political experts caution that the situation remains dynamic.
Political circles are closely watching these bureaucratic changes, linking them to the forthcoming assembly by-elections. It will be interesting to see what further administrative adjustments the Bhajan Lal government will make in the near future.
