Executive More Accountable, Vidhan Parishad Proposal Resent to Centre: Speaker Vasudev Devnani

Udaipur(Dr.MuneshArora )  Rajasthan Legislative Assembly Speaker Shri Vasudev Devnani stated that the proposal to constitute a Vidhan Parishad (Legislative Council) in the state had already been sent to the Central Government, and following its recent approval by voice vote in the Assembly, the proposal will be resent for consideration. He emphasized that strengthening the role of the legislature and increasing the accountability of the executive have remained a top priority, yielding encouraging outcomes.

Shri Devnani informed that over 95% of more than 10,000 pending Assembly questions have received responses, including around 4,500 from the previous 15th Assembly. These efforts, he said, are reinforcing the vision of a transparent and responsible democracy.

Innovations such as paperless proceedings and the distribution of iPads to legislators have been introduced for the first time in Rajasthan’s Assembly. These steps promote both environmental sustainability and good governance.

The Speaker also highlighted the Assembly gallery's new cultural additions, which include depictions of Maharana Pratap’s valor, tribal traditions, and constitutional values. These exhibits offer a meaningful connection to heritage for future generations. He was speaking at a press conference at the Circuit House in Udaipur, joined by Udaipur Rural MLA Shri Phool Singh Meena and social worker Gajpal Singh Rathore.

Constitution and Democracy Are Secure
Shri Devnani reaffirmed that the roots of democracy in India run deep and remain unshakable. According to the Constitution, any bill passed by the Centre with a majority must be implemented by all states—forming the backbone of the federal system.

While democratic freedom includes the right to express views, he cautioned that casting doubt on the autonomy of national agencies undermines constitutional values. Referring to the Waqf Bill, which was passed by both Houses of Parliament and not stayed by the Supreme Court, he asserted that questioning such legislation is equivalent to challenging the Constitution itself. He urged all political parties to maintain faith in the judiciary and democratic institutions.

India's Global Status Rising
The Speaker noted that India is asserting itself as a global power. Under Prime Minister Shri Narendra Modi’s leadership, the nation is progressing economically, strategically, and culturally. Citizens, he said, should embrace a “Nation First” mindset.
